Gov. Charlie Crist has directed all state and national flags shall be flown at half-staff in Duval County, in the city of Jacksonville and in front of the State Capitol on Aug. 14, 2009, in honor of Capt. Michael Scott Speicher, who lost his life while fighting in Operation Desert Storm.
